Innovation in the field of electronic identification and the introduction of new solutions are closely linked to the proposed Digital Government Act. Known by its Dutch initials WDO, the Act will lay down the criteria that public and private eID solutions must meet in order to be authorised for use with online services provided by government agencies and care providers. The WDO will make it possible for private players to market solutions that compete with DigiD. That's a positive development, mainly because competition drives innovation and therefore boosts the prospects for secure, convenient and privacy-friendly apps being made available to service users.
Unfortunately, the Act will now not come into effect until the middle of 2022. Many organisations have therefore postponed investment in new eID apps until the provisions of the WDO are confirmed. As a result, there's a risk that innovation in the field of online public service delivery will slow down. Delay does, however, mean that public service providers have the opportunity to prepare for agile and effective decision-making at a later date.
We have therefore written a Dutch-language whitepaper for the public sector, containing a wealth of information about developments on the eID solution market. Its theme is 'How public service users can be put in control of their own data'. Enhanced privacy protection – particularly giving people more control of and autonomy over their own data – is currently a hot topic within the public sector. The sector is actively exploring the options, and proactive players are starting pilot projects with systems such as Schluss and IRMA – so-called self-sovereign identity solutions. Our whitepaper explains how the latest solutions differ from the systems currently in use, focusing on the benefits of SSI technologies such as IRMA. We hope that the paper will encourage more organisations to set up pilots with a view to gaining knowledge and experience of the various emerging solutions. That will enable them to explore the scope for improving privacy protection and for extending online service provision while also making services more secure.
